fa ارزشیابی و رتبه بندی قطبهای علمی گروه علوم پزشکی کشور در سال 1394-1393 عمومى General پژوهشي Research <p dir="RTL"></p> <p dir="RTL"><strong>زمینه:</strong> قطب<span dir="LTR">‌</span>های علمی گروه علوم پزشکی همواره در پی دستیابی به آخرین یافته<span dir="LTR">‌</span>های علمی و افزایش مشارکت در گسترش مرزهای دانش و اعتلای موقعیت علمی کشور در سطح منطقه و بین<span dir="LTR">‌</span>الملل، تربیت نیروی انسانی نخبه و پژوهشگر، ظرفیت<span dir="LTR">‌</span>سازی و مشارکت در توسعه همکاری<span dir="LTR">‌</span>های علمی مؤثر بین<span dir="LTR">‌</span>المللی بوده<span dir="LTR">‌</span>اند. در کشور جمهوری اسلامی ایران نیز از سال 1379 طبق مفاد برنامه سوم توسعه، 18 نهاد علمی دانشگاهی تحت عنوان قطب علمی و با تنوع حیطه عملکردی در زمینه<span dir="LTR">‌</span>های آموزش، پژوهش و ارائه<span dir="LTR">‌</span>ی خدمت سلامت به ساختار آموزش عالی کشور در گروه علوم پزشکی پیوستند و در حال حاضر 50 قطب علمی در گروه علوم پزشکی و با نظارت معاونت آموزشی وزارت بهداشت، درمان و آموزش پزشکی مشغول فعالیت می<span dir="LTR">‌</span>باشند. بدون تردید، ارزیابی عملکرد این مراکز، از تکالیف مدیریت ارشد وزارت بهداشت، درمان و آموزش پزشکی بوده و نتایج آن به درک بهتر و شناخت هر چه بیشتر فعالیت این مراکز می<span dir="LTR">‌</span>انجامد. فرایند ارزشیابی، سبب می<span dir="LTR">‌</span>شود ذی<span dir="LTR">‌</span>نفعان به میزان ارتقاء و استقرار کیفیت در فعالیت<span dir="LTR">‌</span>های علمی تحقق یافته، به سطح آگاهی خود افزوده و از بازخوردهای آن برای برنامه<span dir="LTR">‌</span>ریزی پویا و توسعه فعالیت<span dir="LTR">‌</span>های دانشی بهره<span dir="LTR">‌</span>مند گردند. به عبارتی دیگر، ارزشیابی، فرایندی است که از جمع<span dir="LTR">‌</span>آوری، تجزیه و تحلیل و تفسیر نظام<span dir="LTR">‌</span>مند داده<span dir="LTR">‌</span>ها برخوردار می<span dir="LTR">‌</span>باشد و در جهت تصمیم<span dir="LTR">‌</span>گیری خاص به کار برده می<span dir="LTR">‌</span>شود. در راستای چنین تکلیفی، دبیرخانه شورای عالی قطب<span dir="LTR">‌</span>های علمی مستقر در مرکز مطالعات و توسعه آموزش علوم پزشکی وزارت متبوع در سال 1393 سومین دوره ارزشیابی قطب<span dir="LTR">‌</span>ها را طبق مفاد اساسنامه قطب<span dir="LTR">‌</span>های علمی گروه علوم پزشکی (10) در دستور کار خود قرار داد و در بازه<span dir="LTR">‌</span>ی زمانی 7 ماهه (1/8/1393 الی 1/3/1394) به اتمام رساند. این مقاله به منظور ارائه<span dir="LTR">‌</span>ی چگونگی طراحی ابزار و نیز محتوای ارزشیابی قطب<span dir="LTR">‌</span>ها بر مبنای شاخص های 3 محور: &laquo;دروندادی&raquo;، &laquo;فرآیندی&raquo; و &laquo;بروندادی&raquo; در عرصه<span dir="LTR">‌</span>های آموزش، پژوهش، فناوری و نوآوری، و نیز ارائه<span dir="LTR">‌</span>ی خدمت سلامت تدوین شده است.</p> <p dir="RTL"><strong>واژگان کلیدی:</strong> قطب علمی، ارزشیابی، رتبه<span dir="LTR">‌</span>بندی</p> <p></p> <p>Medical science excellent centers have consistently sought to improve scientific status, expand the knowledge base, increase the number of expert researchers, create a dynamic environment, and promote a productive and effective international scientific network during the past several decades. In Iran since 1379, medical excellent centers joined the education and&nbsp; research structure as the highest scientific institutions and now there are 50 excellent centers. The senior<br> management of the higher education system in the country is responsible for evaluation of these newly established scientific institutions. Assessment of these centers shows the quality of their activities, which can contributes to quality improvement through dynamic feedback for the planning and activity development. In order to perform this assessment, the Iranian Ministry of Health and Medical Education as an important part of higher education system designed a model of assessment and put it on its agenda in 2010 that was revised in 2015. This article aims to describe the process of developing the tools needed for this evaluation. The evaluation criteria has been developed based on &ldquo;input&rdquo;, &ldquo;process&rdquo; and &ldquo;educational, research, and services outcome&rdquo; indexes. This evaluation has been considered as a comprehensive one, because of including all aspects of management such as supply and training human resources, financing, providing equipment, process of empowerment and knowledge production as well as output in the field of education, research, industry and services. This scientific approach to the assessment and ranking of excellent centers makes them capable of being aware of their strengths and weaknesses.
