fa ارتقاء کارآیی سازمان غذا و دارو با نگاهی به فرهنگ سازمانی و رضایت شغلی Enhancing the Efficiency of the Food and Drug Administration with a Focus on Organizational Culture and Job Satisfaction سیاست گذاری سلامت پژوهشي Research چکیده زمینه: عملکرد سازمان غذا و دارو به عنوان سیاست‌گذار و مرجع نظارتی ارشد در حوزه‌ی غذا و دارو بر حفظ و ارتقای سلامت مردم موثر است. عمده عملکرد چنین ساختار تخصصی، مرهون نیروی انسانی شاغل در آن می‌باشد. لذا سازمان غذا و دارو برای دستیابی به اهداف سازمانی خود نیازمند ارتقاء عملکرد و بهره‌وری نیروی انسانی خود می‌باشد. فرهنگ سازمانی با ایجاد فضایی مناسب و ارزش‌های مشترک، به کارکنان انگیزه می‌دهد تا به بهترین نحو ممکن عمل کنند و رضایت شغلی احتمال انجام این وظایف با انرژی و اشتیاق بیشتر را افزایش خواهد داد. به‌علاوه رضایت شغلی و فرهنگ سازمانی ثبات نیروی انسانی در سازمان را بهبود می‌بخشد که این امر موضوعی حیاتی برای حفظ سرمایه دانش و تجربه در سازمان غذا و دارو و ارتقای عملکرد او در نظام سلامت خواهد بود. از آنجاکه رضایت شغلی و فرهنگ سازمانی دو عنصر کلیدی هستند که تأثیر مستقیمی بر عملکرد سازمان دارند، این پژوهش به بررسی وضعیت رضایت شغلی و فرهنگ سازمانی در سازمان غذا و دارو می‌پردازد. روش کار: این مطالعه کمی، مقطعی است. ابزار گردآوری داده‌ها، پرسشنامه‌های استاندارد مینه سوتا برای سنجش رضایت شغلی و دنیسون برای ارزیابی فرهنگ سازمانی بوده است، که در سازمان غذا و دارو به روش همه‌پرسی انجام شده و داده‌ها توسط نرم افزار SPSS تحلیل گردید. یافته‌ها: در این پژوهش، یافته‌ها نشان داد که میانگین رضایت شغلی و فرهنگ سازمانی در سازمان غذا و دارو، بالاتر از متوسط می‌باشد و بین فرهنگ سازمانی و رضایت شغلی کارکنان ارتباط مثبت و معنی‌داری وجود دارد. فرهنگ سازمانی غالب در سازمان غذا و دارو، انطباق‌پذیری با تغییرات در درونی است و فرهنگ‌های مشارکت در کار، سازگاری با محیط و پیروی از رسالت سازمانی در رتبه‌های بعدی، فرهنگ‌های غالب این سازمان را تشکیل می‌دهد. بیشترین میزان رضایت شغلی در این سازمان مربوط به جو سازمانی و کمترین آن مربوط به شرایط فیزیکی می‌باشد. نتیجه‌گیری: نتایج این پژوهش نشان داد که فرهنگ سازمانی پیش‌بینی‌کننده رضایت شغلی است و اگر فرهنگ سازمانی، محیطی را فراهم کند که کارکنان در جای مناسب قرار گیرند و استفاده‌ی بهینه از توانایی‌هایشان داشته باشند، سازمان به این طریق، رضایت شغلی آنها را فراهم می‌کند و آنها انگیزه بالاتری برای انجام کار خواهند داشت. برای ارتقای رضایت شغلی، علاوه بر بهبود فرهنگ سازمانی، تمرکز بر نقاط ضعف رضایت شغلی مانند شرایط فیزیکی کار در این سازمان هم می‌تواند در افزایش رضایت و بهره‌وری افراد مؤثر باشد. Abstract Background: The performance of the Food and Drug Administration (FDA), as the policymaker and senior regulatory authority in the field of food and drugs, plays a crucial role in maintaining and enhancing public health. The primary function of such a specialized structure is dependent on its human resources. Therefore, to achieve its organizational goals, the FDA needs to improve the performance and productivity of its workforce. Since job satisfaction and organizational culture are two key elements that have a direct impact on organizational performance, this study investigates the state of job satisfaction and organizational culture within the FDA. Organizational culture, by creating a suitable environment and shared values, motivates employees to perform at their best, and job satisfaction increases the likelihood of completing these tasks with more energy and enthusiasm. Moreover, job satisfaction and organizational culture improve workforce stability, which is vital for retaining knowledge and experience in the FDA and enhancing its performance within the health system. Methods: This is a cross-sectional quantitative study. Data collection tools included the Minnesota Job Satisfaction Questionnaire for measuring job satisfaction and the Denison Organizational Culture Survey for assessing organizational culture. The survey was conducted in the FDA, and data were analyzed using SPSS software. Results: The results of this study indicated that the average job satisfaction and organizational culture in the FDA were above average, and there was a significant positive correlation between organizational culture and employee job satisfaction. The dominant organizational culture in the FDA was adaptability to internal changes, with work involvement, environmental adaptability, and adherence to organizational mission ranking next. The highest level of job satisfaction was related to organizational climate, while the lowest was related to physical conditions. Conclusion: The results of this study indicated that organizational culture is a predictor of job satisfaction. If organizational culture creates an environment where employees are placed in suitable positions and can optimally utilize their abilities, the organization will ensure job satisfaction, and employees will be more motivated to perform their tasks.
