fa شناسایی پیشایندها و پیایندهای حکمرانی خوب با رویکرد تکامل توأمان (هم فرگشت) در حوزه های سلامت و بهداشت با استفاده از رویکرد داده بنیاد (حکمرانی و تکامل توأمان) Identifying the Antecedents and Consequences of Good Governance with the Approach of Co-evolution in the Fields of Health and Hygiene Using the Foundation’s Data Approach سیاست گذاری سلامت پژوهشي Research چکیده زمینه: پس از فراز و نشیب‌های پیاپی در سیر تحول اندیشه توسعه، نظریه حکمرانی یعنی نحوه اداره کشور، شیوه تصمیم‌گیری و چگونگی تعامل بین دولت و مردم و در نهایت نظریه حکمرانی خوب به عنوان بنیان توسعه، پدیدار گشته است. مطالعه حاضر به دنبال ارائه مدلی در زمینه حکمرانی خوب در درون سازمان‌های دولتی (به‌طور خاص وزارت بهداشت، درمان و آموزش پزشکی) از منظر و رویکرد تکامل توأمان در این وزارتخانه می‌باشد. مطالعه تلاش خواهد داشت تا اجزاء کلیدی حکمرانی خوب در وزارت بهداشت، درمان و آموزش پزشکی را نیز شناسایی نموده و بدین ترتیب مدلی بومی در حیطه نقش هم تکاملی در توسعه و بهبود حکمرانی خوب در وزارتخانه فوق ارائه نماید. هدف اصلی از انجام این پژوهش ارائه مدل حکمرانی خوب مبتنی بر تکامل توأمان (هم تکاملی) در وزارت بهداشت و درمان و آموزش پزشکی است. روش کار: این مطالعه با هدف شناسایی پیشایندها و پیایندهای حکمرانی خوب با رویکرد تکامل توأمان در حوزه‌های سلامت و بهداشت با استفاده از رویکرد داده بنیاد انجام شد. روش پژوهش از نظر هدف کاربردی، از نظر ماهیت اکتشافی و استفاده از رویکرد گلیزری بوده است، که داده‌ها از 16 نفر از خبرگان نظری و تجربی با سابقه و تجربه‌کاری بالاتر از 10 سال و فعالیت پژوهشی مرتبط جمع‌آوری گردید. برای انتخاب مشارکت‌کنندگان از روش نمونه‌گیری هدفمند و قضاوت نظری استفاده. یافته‌ها: نتایج نشان داد که 4 کد نهایی برای پیشایندها، 5 کد برای راهبردها و 4 کد نهایی برای پیایندها شناسایی شده است. پیشایندها شامل فرآیندهای هم تکاملی، همکاری و هماهنگی همزمان، اعتماد اجتماعی و مشارکت اجتماعی و راهبردها شامل قوانین تصمیم‌گیری، مدیریت سلامت، پویایی‌های تغییرات فناورانه، کنترل و نظارت و پاسخگویی و پیایندها شامل نتایج اقتصادی، تاثیرات چند سطحی، بازخورد مثبت و مسئولیت اجتماعی است. نتیجه‌گیری: در صورت بکارگیری نظام‌مند و آکادمیک حکمرانی خوب با رویکرد و از دریچه تکامل توامان (هم فرگشت)، سازمان و ذینفعان آن در زمینه‌های مختلف اقتصادی، سیاسی و اجتماعی در حوزه‌های بهداشت و سلامت به تحولی اساسی، همزمان و سودمند دست خواهند یافت. Abstract Background: After successive ups and downs in the evolution of development thought, the theory of governance, i.e. the way the country is governed, the method of decision-making and the way the government and the people interact, and finally the theory of good governance as the foundation of development, has emerged. The present study seeks to present a model in the field of good governance within government organizations (specifically the Ministry of Health and Medical Education) from the perspective and approach of co-evolution in this ministry. The study will also attempt to identify the key components of good governance in the Ministry of Health and Medical Education and thus present a native model in the field of co-evolution in the development and improvement of good governance in the aforementioned ministry. The main objective of this research is to present a model of good governance based on co-evolution (co-evolution) in the Ministry of Health and Medical Education. Methods: This study aimed to identify the antecedents and consequences of good governance with the co-evolution approach in the fields of health and sanitation using a data-based approach. The research method was applied in terms of purpose, exploratory in nature and using the Glaserian approach, and data were collected from 16 theoretical and empirical experts with more than 10 years of work experience and relevant research activities. Purposeful sampling and theoretical judgment were used to select participants. Results: The results showed that 4 final codes for antecedents, 5 codes for strategies, and 4 final codes for consequences were identified. Antecedents include coevolutionary processes, simultaneous cooperation and coordination, social trust, and social participation; strategies include decision-making rules, health management, dynamics of technological change, control, monitoring, and accountability; and consequences include economic outcomes, multilevel effects, positive feedback, and social responsibility.
