Abstract
Background: After successive ups and downs in the evolution of development thought, the theory of governance, i.e. the way the country is governed, the method of decision-making and the way the government and the people interact, and finally the theory of good governance as the foundation of development, has emerged. The present study seeks to present a model in the field of good governance within government organizations (specifically the Ministry of Health and Medical Education) from the perspective and approach of co-evolution in this ministry. The study will also attempt to identify the key components of good governance in the Ministry of Health and Medical Education and thus present a native model in the field of co-evolution in the development and improvement of good governance in the aforementioned ministry. The main objective of this research is to present a model of good governance based on co-evolution (co-evolution) in the Ministry of Health and Medical Education.
Methods: This study aimed to identify the antecedents and consequences of good governance with the co-evolution approach in the fields of health and sanitation using a data-based approach. The research method was applied in terms of purpose, exploratory in nature and using the Glaserian approach, and data were collected from 16 theoretical and empirical experts with more than 10 years of work experience and relevant research activities. Purposeful sampling and theoretical judgment were used to select participants.
Results: The results showed that 4 final codes for antecedents, 5 codes for strategies, and 4 final codes for consequences were identified. Antecedents include coevolutionary processes, simultaneous cooperation and coordination, social trust, and social participation; strategies include decision-making rules, health management, dynamics of technological change, control, monitoring, and accountability; and consequences include economic outcomes, multilevel effects, positive feedback, and social responsibility.
Conclusion: As a result, if good governance is systematically and academically applied with an approach and through the lens of co-evolution, the organization and its stakeholders in various economic, political, and social fields in the areas of health and wellness will achieve a fundamental, simultaneous, and beneficial transformation, and the consequences mentioned in the model obtained from the research fully prove this claim.
